Gregg H. Weiss, Founder FMCIA
Mr. Weiss, a Founding Member of the Florida Medical Cannabis Industry Association, formed the FMCIA to ensure that business professionals, physicians and patients have a united voice in the emerging medical cannabis industry in Florida. Mr. Weiss has been advocating and organizing medical cannabis educational events to bring awareness of the endocannabinoid system.
Mr. Weiss is also the founder of Canna Holdings, a Florida based company seeking to apply for a cultivation, processing and dispensary license.
Juan Sanchez-Ramos, PhD, MD
Dr. Sanchez-Ramos received a Ph.D. in Pharmacology and Physiology from the University of Chicago and a medical degree (M.D.) from the University of Illinois. His PhD thesis work focused on the mechanisms of opiate dependence in monkey models. He trained in Neurology at the University of Chicago and as a Fellow in Movement Disorders at the University of Miami. Currently, he is a Professor of Neurology at the University of South Florida in Tampa where he holds the Helen Ellis Endowed Chair for Parkinson’s Disease Research and is Director of the HDSA Center of Excellence for Huntington’s Disease.
In addition to teaching and attending to patients with Movement Disorders, he directs a basic research laboratory with active projects in neurodegeneration, neurotoxicology and adult stem cell biology. He is also Medical Director of the Parkinson Research Foundation based in Sarasota FL. He has a long-standing interest in ethnopharmacology and has published on the use of banisterine in the treatment of Parkinson’s disease, collaborated on research on the possible medicinal applications of ibogaine and was an Investigator in the NIDA-sponsored compassionate use of Cannabis protocol.
Anne Morgan, MD
Dr. Morgan is a Diplomate of the American Academy of Family Practice and a native of South Florida as well as a second generation physician. She is a member of the Palm Beach County Medical Society, having previously been a member for many years in the Broward County Medical Society. A former Medical Director of United Health of South Florida, she came to Palm Beach County as the Senior Medical Director of Metropolitan Health.
Dr. Morgan’s career has now moved into the field of anti-aging, aesthetics and cannabis medicine. She is on the Board of Directors for the American Academy of Cannabinoid Medicine, a member of the International Cannabis Research Society, member of the Society of Cannabis Clinicians and Americans for Safe Access.
Dr. Morgan’s primary interest lies in the education of the endocannabinoid system (ECS) and its therapeutic and preventative effects. She hopes and believes that physicians will embrace the use of cannabis medicine as a safe alternative to pharmacological treatment and management of many disease states. She does not currently have any affiliation with any cannabis cultivation, processing or dispensing organization. She is currently licensed in Florida, Pennsylvania and Washington.
Bianca Garza was an instrumental member to United for Care, the political action committee that led the way to the passage of Amendment 2 in Florida. During United for Care’s failed 2014 attempt, she was a regional organizer overseeing 13 counties along the west coast of Florida. Ms. Garza became the Director of Communications and External Affairs for the 2016 campaign, which won with the largest margin (71%) in U.S. history of medical cannabis votes. She was pivotal to the campaign’s history making movement by earning more media coverage and focusing the media strategy to patients.
Ms. Garza received her B.A. in communications with a specialization in public advocacy from the University of South Florida. She is a 4th generation Floridian who is committed to seeing her home state be an example of how cannabis as medicine should be cultivated, processed, and made available to patients at a reasonable rate in an open market.
Tom Quigley is CEO of the Infinite Message family of companies which work together to bring cannabis lifestyle products to market nationwide, including The Gluu – the first ever true B2B distribution, sales and marketing platform for cannabis culture and wellness products.
Quigley successfully built, ran and exited a goods for resale company, which distributed more than 300 products to more than 40,000 retail stores across the country with revenues north of $30M/year. He built national brands in a heavily state regulated industry and no w, because of his personal cannabis journey, brings his extensive business experience to our growing industry.
In October 2015, Quigley launched Common Bond Collaborative (CBC), a business development center for products in cannabis and sustainable sector. The 8,000 sq ft co-work style office serves as the nexus of the cannabis industry in Florida, home to such organizations as Central Florida NORML, United for Care, Regulate Florida, Veterans Unites, CannaMoms, Florida Cannabis Coalition, Florida Angels of Mercy and the Tampa Chapter of Women Grow.

Joy S. Graham, MD
Dr. Graham is an Anesthesiologist and Medical Director in West Palm Beach, Florida. Originally from New York City, she received her medical degree from Columbia University and relocated to Florida in 1995. Her first job in Florida was at the Veteran’s Administration Hospital in West Palm Beach where she contributed to the opening of the surgery department and OR suite, as well as a member of the hyperbaric medicine team and wound care program. She has worked with Sheridan Healthcare as attending anesthesiologist, Assistant Chief of the Anesthesia Department at Northwest Medical Center in Margate, and currently the Medical Director at North County Surgicenter in Palm Beach Gardens.
As an anesthesiologist, Dr. Graham sees a cross-section of community health. “I believe that the medical community would be well-served with training in the cannabinoid system and cannabis medicine. Our patients stand to benefit from the promulgation of this knowledge and from the vast amount of research in cannabis medicine that the future will certainly bring.”

Steven Siegel is a serial entrepreneur who has created many start-ups and built them to a successful exit. His latest project Biotrackthc is the largest government contractor for cannabis compliance in the country and the largest commercial enterprise system used in the cannabis sector today. Prior to Biotrackthc he started BioScriptRx, a compliance technology used to track dangerous drugs like OxyContin and Pseudoephedrine (the latter used to make Methionine).
A few of his earlier ventures includes apple pharmaceuticals a healthy nutritional company, medical centers, and technology companies as well as financial services company. He was awarded his PhD in the humane letter by Maimonides University.

Mr. Shapiro is a Principal at The Shapiro|Pertnoy Companies, a group of real estate-related businesses that got its start in Wellington in 1978. The Shapiro|Pertnoy Companies specialize in luxury residential construction and commercial development offering a better experience to their discerning clients whether they are an office tenant or building a custom estate home.
A Wellington, Florida native, Kevin graduated from the University of Colorado in Boulder.
At the age of 23, Michael founded National Membership and Retention Consultants which contracted nationally to over 35 Better Business Bureau’s. Over the next 17 years NMRC was responsible for building some of the largest BBB”s in the country.
Michael helped BioTrackTHC become the world leader in seed to sale tracking by building strategic alliances, implementing an extensive social media platform and cutting edge branding concepts. He is also responsible for building relationships with members of the medical cannabis community.
Michael is currently the Senior Vice President of Business Development at Strainwise Consulting, one of the nation’s leaders in application processing, build-outs and management agreements for cultivation, processing and cannabis dispensaries. As the industry leader in the state of Colorado, the founders of Strainwise branded and support eight recreational marijuana dispensaries, two medical marijuana dispensaries and approximately 123,000 square feet of cultivation capacity.
Since the formation of Medical Marijuana Business Lawyers LLC, a practice area of Cohen Kotler, in 2014, Mr. Kotler was one of the first attorneys in Florida to undertake representation of clients hoping to operate in Florida under the Florida Compassionate Medical Cannabis Act of 2014 and after the legalization of full spectrum medical marijuana. He has a wide range of experience in the cannabis industry from license applications to start-up and regulatory matters.
